双语网站问题请教老师

老师，关于小站双语设置的问题我已经挣扎了2天了，还没有理出头绪，错误信息一致存在（英文版是正常的）
自以为已经是按照joomla教程步骤进行了，可能还是英文不好，没理解透吧
